0:00Ambassador, the world today appears

0:02increasingly fragmented and with

0:05intensifying great power competition,

0:08economic uncertainty, and growing

0:10security challenges. So, do you think

0:13the role of ASEAN increase in this

0:16situation? Does ASEAN matter more than

0:19ever and why so?

0:21>> Actually, ASEAN is very unique forum,

0:24regional forum, in this case.

0:27Asia is very dynamic region in terms of

0:31economic and strategic importance. But

0:34ASEAN lie at the center of the region.

0:37And ASEAN is the only

0:39forum that can connect with all the

0:42dialogue partners including the major

0:44powers like

0:46China, US, Russia, Japan, India, and

0:50many more others. So, ASEAN can still

0:54play a very much important role here in

0:56the region. Point number one, because of

0:59ASEAN's integration process that create

1:03a

1:04an association that is very much strong

1:07in building the community here. And over

1:09the past nearly six decades have proved

1:12that ASEAN can be reliable but at the

1:15same time recognized by key dialogue

1:17partners as important partner.

1:20Point number two is that ASEAN have

1:21connections with all the major powers.

1:25And there are regional processes that

1:28connect and network the major powers in

1:31developing the framework for

1:33cooperation, developing program of

1:35action in order to promote peace,

1:37stability, and development in the

1:40region. And point number three, ASEAN

1:42join others in promoting

1:45the spirit of upholding the

1:47international norms and rules. And this

1:49is very much important. There are

1:51processes in within ASEAN to promote

1:54dialogue, cooperation, and building uh

1:58uh trust within the region. So, I think

2:00ASEAN continue to play very much

2:01important role. And more importantly is

2:03these days when uh

2:06power politics appear,

2:08uh

2:09rivalry increase, and economic uh

2:12fragmentation has

2:14uh taken place.

2:16>> And Ambassador, during the uh most

2:18challenging time like this, we can see

2:20that ASEAN are playing very active role.

2:22And it also show us the greatest

2:24strength of ASEAN is the ability to

2:26bring countries together despite their

2:28differences. So, do you think ASEAN

2:30unity and centrality uh are being tested

2:33more seriously today than at any time in

2:35recent years?

2:37>> Every time ASEAN has to build uh

2:39and consolidate itself in a way that it

2:42can play a central role in the region.

2:44So, in the past it has been tested, and

2:46now it continue to be tested. But the

2:48way it is being tested is different

2:51these

2:52uh in these circumstances of today. For

2:54example, rivalry and competition between

2:57major powers are greater.

2:59>> [music]

2:59>> For example, economic fragmentation is

3:02happening

3:03in [music] uh in place of economic

3:06integration and globalization.

3:08Technology advancement has also uh

3:11provide has also provided both [music]

3:14uh challenges and opportunities. So,

3:16ASEAN is being [music] tested, but

3:19throughout the history, ASEAN has been

3:21evolving in a way that it can

3:22proactively engage within itself,

3:25[music]

3:26the 11 ASEAN member states, and with

3:29outside uh partners, so that it can

3:31develop uh

3:34a forward-looking [music] vision and

3:36program of action in order to uh

3:40forward its uh way of uh advancement.

3:45>> Let's talk about uh

3:46the theme of this year's ASEAN. Uh

3:49ASEAN Future Forum focuses on peace,

3:52prosperity, and people-centered

3:54development. So, is there any priority

3:57among these

3:58objectives, or are they equally

4:00important?

4:01>> Oh, these are the three P's that I I I

4:04very much

4:05fond of because it cover the

4:08the strategic topic of ASEAN summit

4:11today,

4:12especially this year.

4:14Uh peace, prosperity, and

4:16people-centered.

4:18Uh but we need to look into three P's

4:21within today's circumstances, both in

4:24the world and at ASEAN region.

4:27So, we will see that peace is very much

4:29important and foundation for for the

4:31development where ASEAN continue to

4:33focus itself on development. And on

4:36development, it is different in the way

4:38that we have to find the new models for

4:41our development, especially in taking

4:43advantage of the new productive forces

4:46of today, including uh green transition,

4:50uh digital transformation, economy based

4:53on uh

4:54technology and innovation. This is very

4:57much important. So, I can see that

5:00uh peace is a foundation,

5:03uh economic prosperity is a motivation

5:07and the resources, but our goals will

5:10continue to be directed to the people's

5:12welfare and happiness. So, all three

5:15will be together in today's

5:16circumstances.

5:18>> Yeah.

5:20>> Ambassador, as Vietnam was the country

5:22that initiated the ASEAN Future Forum,

5:25and looking at this year's agenda,

5:27uh which cover a wide range of topic

5:29from Brazilian to conflict prevention to

5:32AI and energy security, what do you

5:34think Vietnam is trying to bring to the

5:36conversation of this year's forum?

5:38>> Uh

5:39I would think of three things like this.

5:41Number one is the overall uh

5:45international and global circumstances

5:47that bring both challenges and

5:49opportunities to ASEAN. So, ASEAN first

5:53must be strong and resilient in order to

5:56cope

5:57with the challenges of the time, but at

5:59the same time, as our Prime Minister has

6:01Minister has said, that we are not just

6:04adapting ourselves. We are to

6:07shape the future for the region and for

6:10ASEAN and for the people here.

6:12And so, I think it is very much

6:15important as such. Point number two is

6:17that there are a lot of emerging issues

6:19including

6:21economic fragmentation,

6:23technology advancement, AI governance.

6:27All these one are on the table of ASEAN.

6:30So, this forum is to discuss all these

6:33issues so that we can find solutions and

6:36recommendations for the main channel of

6:38ASEAN. And point number three, when we

6:41are laying the focus on the people and

6:44the people's welfare. So, at both

6:47regional and national levels, we need to

6:50combine our plan of action that focus on

6:53the welfare of the people.
