Civil status registration covers key
0:02
life events recorded by the state
0:04
including birth, marriage, marital
0:07
status, guardianship, parent child
0:09
recognition and death. These records
0:12
form the legal basis for many personal
0:15
and administrative rights in everyday
0:17
life. Under the old approach, citizens
0:20
often had to identify the correct
0:22
authority for registration, usually
0:24
based on their place of residence. Paper
0:27
documents had to be prepared, submitted
0:30
and checked. In in some cases verified
0:33
between different localities. For many
0:35
people, this mean repeated travel, extra
0:38
paperwork, and more time spent
0:40
completing procedures. This is the issue
0:43
the new civil status law seeks to
0:45
address passed by the National Assembly
0:48
on April 23rd, 2026. The law would take
0:51
effect on March 1st, 2027. In line with
0:54
Poly Bureau Resolution 66, which
0:57
promotes administrative reform and
0:59
digital transformation, the law allows
1:02
citizens to request civil status
1:04
registration at any commun level
1:06
people's committee, regardless of
1:08
residence or administrative boundaries.
1:11
To find down how this change could make
1:14
civil status procedures more convenient
1:16
for citizens, let's turn to our reporter
1:19
Guang.
1:22
>> For many people, daily life does not
1:25
always follow administrative boundaries.
1:27
They may live in one locality while
1:29
their official records remain elsewhere.
1:32
For home, this recently turned a simple
1:35
civil status procedure into a
1:37
time-consuming process.
1:41
If I could apply for replacement
1:42
documents where I currently live, it
1:44
would be much more convenient. It would
1:47
save a lot of time and reduce cost
1:48
significantly.
1:51
And from March the 1st of 2027, the
1:54
amended civil status law will allow
1:57
citizens to register at any commun level
1:59
people's committee, not only where they
2:01
live or where the resident records are
2:03
managed.
2:11
Here at Zang Wawward People's Committee,
2:13
we have already made the necessary
2:15
preparations to ensure a smoother
2:17
process. From upgrading computers and
2:19
internet connections to training our
2:21
staff, our civil status officers are
2:24
also well trained and professional in
2:26
handling these procedures.
2:31
Beyond local preparations, experts says
2:34
the bigger goal is to build a more
2:36
connected administrative system.
2:42
>> In today's digital transformation
2:44
process, I believe citizens should only
2:46
have to present their documents once.
2:49
Once their information is already stored
2:51
in state databases such as the national
2:54
population database or the civil status
2:56
database, it should be reused for future
2:59
procedures. I believe it will make a
3:02
strong impression and further enhance
3:03
Vietnam's image in the international
3:05
community.
3:08
>> By cutting paperwork and repeated
3:10
checks, the amended law is expected to
3:13
make civil status procedures faster,
3:15
more flexible, and more convenient.
3:20
As Vietnam prepares to implement the
3:22
amended civil status law from March 1st,
3:25
2027, citizens will be able to register
3:28
civil status event at any commun level
3:31
people's committees regardless of
3:33
residents or administrator boundaries.
3:35
But how will this work nationwide in
3:38
practice from data verification to staff
3:40
capacity and personal information
3:42
protection? To discuss this, our
3:44
reporter Guing Chang spoke with Mr.
3:48
Deputy Director of the Department of
3:50
Civil Status, Nationality and
3:52
Authentication, Ministry of Justice.
3:57
>> Thank you for joining us today. My first
4:00
question will be, how is the Ministry of
4:02
Justice preparing for nationwide
4:04
implementation of the new civil status
4:06
law from March the 1st of 2027?
4:13
The Ministry of Justice is working on
4:15
three key areas. First, the Ministry is
4:18
advising the government on decrees and
4:20
preparing circulars to provide detailed
4:22
guidance for the new civil status law.
4:24
Second, we will work with the Ministry
4:26
of Foreign Affairs to issue specific
4:28
guidance on civil status registration at
4:30
Vietnamese representative missions
4:32
overseas. Third, the ministry has
4:34
advised the prime minister on an
4:36
implementation plan, including training
4:39
and dissemination for local authorities,
4:41
civil status registration agencies, and
4:43
civil status officers nationwide in
4:46
order to apply the new provisions
4:47
effectively.
4:51
How will localities verify and update
4:53
civil status data when citizens register
4:56
outside their place of residence?
5:01
For civil status data, the Ministry of
5:03
Justice has been developing the
5:04
electronic civil status database since
5:07
2016. By 2025, under the two-tier local
5:10
administration model, the system was
5:12
operating nationwide on an unified
5:14
platform. This allows civil status
5:17
agencies to search records regardless of
5:19
where they were registered or where the
5:21
applicant lives. The database now
5:23
contains around 147 million records,
5:26
including more than 100 million
5:28
historical records. The Ministry of
5:30
Justice will continue coordinating with
5:32
relevant agencies, especially the
5:34
Ministry of Public Security and the
5:36
National Population Database to review
5:38
and clean the data supporting civil
5:41
status procedures beyond administrative
5:43
boundaries.
5:48
How will the ministry manage risks
5:51
related to data and personal information
5:54
protection?
5:58
I believe that with Vietnam's legal
5:59
framework on personal data protection
6:01
already in place along with the
6:03
upgrading of the civil status database
6:05
into a national database, the
6:07
confidentiality of personal data will be
6:10
ensured in a strict and comprehensive
6:11
manner.
6:13
>> Thank you so much for your information.
