0:24based on their place of residence. Paper

0:27documents had to be prepared, submitted

0:30and checked. In in some cases verified

0:33between different localities. For many

0:35people, this mean repeated travel, extra

0:38paperwork, and more time spent

0:40completing procedures. This is the issue

0:43the new civil status law seeks to

0:45address passed by the National Assembly

0:48on April 23rd, 2026. The law would take

0:51effect on March 1st, 2027. In line with

0:54Poly Bureau Resolution 66, which

0:57promotes administrative reform and

0:59digital transformation, the law allows

1:02citizens to request civil status

1:04registration at any commun level

1:06people's committee, regardless of

1:08residence or administrative boundaries.

1:11To find down how this change could make

1:14civil status procedures more convenient

1:16for citizens, let's turn to our reporter

1:19Guang.

1:22>> For many people, daily life does not

1:25always follow administrative boundaries.

1:27They may live in one locality while

1:29their official records remain elsewhere.

1:32For home, this recently turned a simple

1:35civil status procedure into a

1:37time-consuming process.

1:41If I could apply for replacement

1:42documents where I currently live, it

1:44would be much more convenient. It would

1:47save a lot of time and reduce cost

1:48significantly.

1:51And from March the 1st of 2027, the

1:54amended civil status law will allow

1:57citizens to register at any commun level

1:59people's committee, not only where they

2:01live or where the resident records are

2:03managed.

2:11Here at Zang Wawward People's Committee,

2:13we have already made the necessary

2:15preparations to ensure a smoother

2:17process. From upgrading computers and

2:19internet connections to training our

2:21staff, our civil status officers are

2:24also well trained and professional in

2:26handling these procedures.

2:31Beyond local preparations, experts says

2:34the bigger goal is to build a more

2:36connected administrative system.

2:42>> In today's digital transformation

2:44process, I believe citizens should only

2:46have to present their documents once.

2:49Once their information is already stored

2:51in state databases such as the national

2:54population database or the civil status

2:56database, it should be reused for future

2:59procedures. I believe it will make a

3:02strong impression and further enhance

3:03Vietnam's image in the international

3:05community.

3:08>> By cutting paperwork and repeated

3:10checks, the amended law is expected to

3:13make civil status procedures faster,

3:15more flexible, and more convenient.

3:20As Vietnam prepares to implement the

3:22amended civil status law from March 1st,

3:252027, citizens will be able to register

3:28civil status event at any commun level

3:31people's committees regardless of

3:33residents or administrator boundaries.

3:35But how will this work nationwide in

3:38practice from data verification to staff

3:40capacity and personal information

3:42protection? To discuss this, our

3:44reporter Guing Chang spoke with Mr.

3:48Deputy Director of the Department of

3:50Civil Status, Nationality and

3:52Authentication, Ministry of Justice.

3:57>> Thank you for joining us today. My first

4:00question will be, how is the Ministry of

4:02Justice preparing for nationwide

4:04implementation of the new civil status

4:06law from March the 1st of 2027?

4:13The Ministry of Justice is working on

4:15three key areas. First, the Ministry is

4:18advising the government on decrees and

4:20preparing circulars to provide detailed

4:22guidance for the new civil status law.

4:24Second, we will work with the Ministry

4:26of Foreign Affairs to issue specific

4:28guidance on civil status registration at

4:30Vietnamese representative missions

4:32overseas. Third, the ministry has

4:34advised the prime minister on an

4:36implementation plan, including training

4:39and dissemination for local authorities,

4:41civil status registration agencies, and

4:43civil status officers nationwide in

4:46order to apply the new provisions

4:47effectively.

4:51How will localities verify and update

4:53civil status data when citizens register

4:56outside their place of residence?

5:01For civil status data, the Ministry of

5:03Justice has been developing the

5:04electronic civil status database since

5:072016. By 2025, under the two-tier local

5:10administration model, the system was

5:12operating nationwide on an unified

5:14platform. This allows civil status

5:17agencies to search records regardless of

5:19where they were registered or where the

5:21applicant lives. The database now

5:23contains around 147 million records,

5:26including more than 100 million

5:28historical records. The Ministry of

5:30Justice will continue coordinating with

5:32relevant agencies, especially the

5:34Ministry of Public Security and the

5:36National Population Database to review

5:38and clean the data supporting civil

5:41status procedures beyond administrative

5:43boundaries.

5:48How will the ministry manage risks

5:51related to data and personal information

5:54protection?

5:58I believe that with Vietnam's legal

5:59framework on personal data protection

6:01already in place along with the

6:03upgrading of the civil status database

6:05into a national database, the

6:07confidentiality of personal data will be

6:10ensured in a strict and comprehensive

6:11manner.
