English Teachers Reject Mandatory Reading Test for 13-Year-Olds

Educators have expressed strong opposition to a proposed compulsory reading exam for 13-year-old students in England, as decided at a major teaching conference.

The government intends to implement these tests by 2029, as part of its education strategy.

According to the Department for Education, assessments like these are essential for identifying students who need additional help, ensuring every child receives the support they need.

The general secretary of the National Education Union has expressed support for addressing the decline in reading skills but argues that a mandatory test could have the opposite effect of its intention.

The purpose of the proposed tests is to evaluate students' reading progress after two years of secondary school.

During discussions at the conference, a teacher from Kent argued that more testing is not the solution to improving reading skills.

She pointed out that an extra test at this stage could increase pressure on students, limiting the curriculum and reducing teachers' autonomy.

The teacher also emphasized that a test cannot spark a love for reading in children.

Other conference attendees were concerned that frequent testing could lead to increased stress and anxiety for students, particularly those with special needs.

If the proposed changes go ahead, most students in England will sit national tests in seven out of their 13 years of schooling.

The tests would start from the reception year and continue through to the final years of secondary school and beyond.

Conference attendees voted in favor of an amendment that called for the union to survey its members on their willingness to boycott the proposed tests.

The amendment also advocated for increased funding for school libraries.

Commenting on the vote, the union's general secretary warned that a mandatory test would take away from the time spent teaching a rich and varied curriculum.

He urged the government to reconsider its plans.

A spokesperson for the Department for Education stated that the tests are necessary to ensure that students who struggle with reading receive the support they need.

The government first announced its plans for a Year 8 reading assessment in 2025, aiming to evaluate students' reading fluency and comprehension skills.

At the time, the Education Secretary emphasized that the tests would help prevent any child from falling behind.

The data collected from the tests would be available to the Department for Education and the schools' watchdog, but would not be used to rank individual schools.

Teaching unions have previously expressed concerns that the tests could be used to measure school performance in the future.

The debate comes at a time when there is concern about the number of students not meeting the expected standards in reading.

Last year, 75% of students in their final year of primary school achieved the expected standard in reading.

This year has been designated as a national year of reading, with a campaign to encourage more people to read regularly.

The campaign aims to inspire a love of reading, especially among young people, and to address concerns about screen time and social media use.
