Vietnam Publishes First White Book on Taxes

The Taxation Department released the White Book on May 12, which provides an overview of Vietnam's tax system and budget management.
The White Book shows the sector's efforts to modernize and increase transparency, and it helps communicate tax policies to the public.
The book focuses on three main areas: Vietnam's tax system, direct and indirect taxes, and sector-specific taxes, highlighting taxation's role in state budget revenue and social equity.
The publication makes Vietnam's fiscal policy more transparent and accessible, supporting international integration.
The White Book provides an overview of state budget collection and tax administration from 2021 to 2025, with total revenue reaching 9.922 quadrillion VND, and revenue managed by tax authorities at 8.569 quadrillion VND.
The tax sector is moving from traditional methods to a data- and risk-based model, with digital technologies applied in taxpayer management and inspections, leading to improved enforcement efficiency.
The White Book outlines four priorities for 2026-2030: improving tax policies, accelerating digital transformation, focusing on taxpayers, and enhancing tax governance quality.
