Van Driver Found Guilty of Hurting Cyclist

A van driver in Singapore was found guilty of a lesser charge after running over a cyclist.

Toh Sze Ee, 51, was guilty of causing serious hurt with a van.

The judge did not believe Toh fell asleep before hitting the cyclist, Hossen Selim, 32.

Toh had a reason to hurt Hossen, who was arrested and could have implicated Toh.

Toh was first charged with attempted murder after running over Hossen on March 16, 2023.

Hossen was badly hurt, went into a coma, and later died in February 2025.

The main question was whether Toh hit Hossen on purpose or fell asleep.

The case started as attempted murder, but the charge was changed to causing hurt with a weapon.

Toh did not object to the new charge.

Attempted murder can mean life in prison or up to 20 years in jail.

Causing serious hurt with a weapon can mean life in prison or up to 15 years in jail.

Toh cannot be caned because he is over 50 years old.

Many facts in the case were agreed upon by both sides.

Toh knew the victim from selling illegal cigarettes.

Toh and the victim met on March 16, 2023, and Toh ran over him with a van.

The crash was recorded by cameras in a truck and a bus.

After the crash, Toh called someone and then got rid of the illegal cigarettes.

Toh has a history of substance abuse and personality disorder.

Toh did not meet the criteria for withdrawal symptoms at the time.

Toh said he was suffering from withdrawal because he could not get his usual drugs.

Toh claimed he fell asleep and did not mean to hurt the victim.

The judge looked at statements from Toh and two witnesses about Toh falling asleep.

The witnesses did not say Toh told them he fell asleep at the wheel.

One witness changed his story to try to help Toh.
