Ambassador, the world today appears
0:02
increasingly fragmented and with
0:05
intensifying great power competition,
0:08
economic uncertainty, and growing
0:10
security challenges. So, do you think
0:13
the role of ASEAN increase in this
0:16
situation? Does ASEAN matter more than
0:19
ever and why so?
0:21
>> Actually, ASEAN is very unique forum,
0:24
regional forum, in this case.
0:27
Asia is very dynamic region in terms of
0:31
economic and strategic importance. But
0:34
ASEAN lie at the center of the region.
0:37
And ASEAN is the only
0:39
forum that can connect with all the
0:42
dialogue partners including the major
0:44
powers like
0:46
China, US, Russia, Japan, India, and
0:50
many more others. So, ASEAN can still
0:54
play a very much important role here in
0:56
the region. Point number one, because of
0:59
ASEAN's integration process that create
1:03
a
1:04
an association that is very much strong
1:07
in building the community here. And over
1:09
the past nearly six decades have proved
1:12
that ASEAN can be reliable but at the
1:15
same time recognized by key dialogue
1:17
partners as important partner.
1:20
Point number two is that ASEAN have
1:21
connections with all the major powers.
1:25
And there are regional processes that
1:28
connect and network the major powers in
1:31
developing the framework for
1:33
cooperation, developing program of
1:35
action in order to promote peace,
1:37
stability, and development in the
1:40
region. And point number three, ASEAN
1:42
join others in promoting
1:45
the spirit of upholding the
1:47
international norms and rules. And this
1:49
is very much important. There are
1:51
processes in within ASEAN to promote
1:54
dialogue, cooperation, and building uh
1:58
uh trust within the region. So, I think
2:00
ASEAN continue to play very much
2:01
important role. And more importantly is
2:03
these days when uh
2:06
power politics appear,
2:08
uh
2:09
rivalry increase, and economic uh
2:12
fragmentation has
2:14
uh taken place.
2:16
>> And Ambassador, during the uh most
2:18
challenging time like this, we can see
2:20
that ASEAN are playing very active role.
2:22
And it also show us the greatest
2:24
strength of ASEAN is the ability to
2:26
bring countries together despite their
2:28
differences. So, do you think ASEAN
2:30
unity and centrality uh are being tested
2:33
more seriously today than at any time in
2:35
recent years?
2:37
>> Every time ASEAN has to build uh
2:39
and consolidate itself in a way that it
2:42
can play a central role in the region.
2:44
So, in the past it has been tested, and
2:46
now it continue to be tested. But the
2:48
way it is being tested is different
2:51
these
2:52
uh in these circumstances of today. For
2:54
example, rivalry and competition between
2:57
major powers are greater.
2:59
>> [music]
2:59
>> For example, economic fragmentation is
3:02
happening
3:03
in [music] uh in place of economic
3:06
integration and globalization.
3:08
Technology advancement has also uh
3:11
provide has also provided both [music]
3:14
uh challenges and opportunities. So,
3:16
ASEAN is being [music] tested, but
3:19
throughout the history, ASEAN has been
3:21
evolving in a way that it can
3:22
proactively engage within itself,
3:25
[music]
3:26
the 11 ASEAN member states, and with
3:29
outside uh partners, so that it can
3:31
develop uh
3:34
a forward-looking [music] vision and
3:36
program of action in order to uh
3:40
forward its uh way of uh advancement.
3:45
>> Let's talk about uh
3:46
the theme of this year's ASEAN. Uh
3:49
ASEAN Future Forum focuses on peace,
3:52
prosperity, and people-centered
3:54
development. So, is there any priority
3:57
among these
3:58
objectives, or are they equally
4:00
important?
4:01
>> Oh, these are the three P's that I I I
4:04
very much
4:05
fond of because it cover the
4:08
the strategic topic of ASEAN summit
4:11
today,
4:12
especially this year.
4:14
Uh peace, prosperity, and
4:16
people-centered.
4:18
Uh but we need to look into three P's
4:21
within today's circumstances, both in
4:24
the world and at ASEAN region.
4:27
So, we will see that peace is very much
4:29
important and foundation for for the
4:31
development where ASEAN continue to
4:33
focus itself on development. And on
4:36
development, it is different in the way
4:38
that we have to find the new models for
4:41
our development, especially in taking
4:43
advantage of the new productive forces
4:46
of today, including uh green transition,
4:50
uh digital transformation, economy based
4:53
on uh
4:54
technology and innovation. This is very
4:57
much important. So, I can see that
5:00
uh peace is a foundation,
5:03
uh economic prosperity is a motivation
5:07
and the resources, but our goals will
5:10
continue to be directed to the people's
5:12
welfare and happiness. So, all three
5:15
will be together in today's
5:16
circumstances.
5:18
>> Yeah.
5:20
>> Ambassador, as Vietnam was the country
5:22
that initiated the ASEAN Future Forum,
5:25
and looking at this year's agenda,
5:27
uh which cover a wide range of topic
5:29
from Brazilian to conflict prevention to
5:32
AI and energy security, what do you
5:34
think Vietnam is trying to bring to the
5:36
conversation of this year's forum?
5:38
>> Uh
5:39
I would think of three things like this.
5:41
Number one is the overall uh
5:45
international and global circumstances
5:47
that bring both challenges and
5:49
opportunities to ASEAN. So, ASEAN first
5:53
must be strong and resilient in order to
5:56
cope
5:57
with the challenges of the time, but at
5:59
the same time, as our Prime Minister has
6:01
Minister has said, that we are not just
6:04
adapting ourselves. We are to
6:07
shape the future for the region and for
6:10
ASEAN and for the people here.
6:12
And so, I think it is very much
6:15
important as such. Point number two is
6:17
that there are a lot of emerging issues
6:19
including
6:21
economic fragmentation,
6:23
technology advancement, AI governance.
6:27
All these one are on the table of ASEAN.
6:30
So, this forum is to discuss all these
6:33
issues so that we can find solutions and
6:36
recommendations for the main channel of
6:38
ASEAN. And point number three, when we
6:41
are laying the focus on the people and
6:44
the people's welfare. So, at both
6:47
regional and national levels, we need to
6:50
combine our plan of action that focus on
6:53
the welfare of the people.
6:55
>> Thank you, Ambassador.
