FIFA Wants to Change World Cup Penalty Rules

FIFA officials talked to the International FA Board about changing the rules. They need to decide if they will make the changes before the first knockout match on Sunday. The current rules have two coin tosses for penalty shoot-outs. One decides who kicks first and the other decides which end they kick from.
FIFA now wants one coin toss. The winner gets to choose and the loser gets the second choice. They think this is a fairer way to do shoot-outs.
France won the toss and kicked first in the 2022 World Cup final, but Argentina won the shoot-out. Arsenal lost both tosses in their Champions League final penalty shoot-out.
Former Arsenal chairman David Dein wanted penalty shoot-outs to be taken at both ends. He thought it was unfair for players to kick in front of the other team's fans.
