Ly beat a Japanese fighter 5-1 to win the women's 68kg class, helping Vietnam meet its goal.
Other Vietnamese athletes won five bronze medals, placing Vietnam seventh in the rankings.
The women's kumite team and kata team did not do as well as expected, losing early in the competition.
Japan won the most gold medals with five, followed by Iran with three and Kazakhstan with two.
The Vietnamese coaches said the tournament helped athletes prepare for the Asian Games in Japan this September. Vietnam will use this experience to improve for the next competition.
