Vietnam Suggests New Rules for Colleges and Universities

The Ministry of Education and Training has shared a draft of these rules for public comment.
The new rules are meant to replace old ones and will help plan and evaluate colleges and universities. They will also support investment in important institutions and universities that are recognized internationally. Additionally, they will provide criteria for licensing and for stopping admissions at institutions that do not meet the required conditions.
The rules are designed to give universities more freedom and improve the quality of education. They will also make it clearer how universities are doing in terms of quality assurance.
The draft includes six new standards and 19 criteria for colleges and universities.
The first standard is about how the university is organized and governed.
Universities must have complete and up-to-date rules and documents.
Universities must have a clear mission and strategy, and they must be able to measure their progress.
Universities must keep accurate and up-to-date data on their students, quality, and performance.
The second standard is about the teachers.
There should not be more than 40 students for every teacher.
Most of the teachers should be full-time and of working age.
Teachers should have the right qualifications.
For universities that do not offer doctoral programs, at least 20% of the teachers should have doctoral degrees.
For universities that offer specialized subjects but not doctoral programs, at least 5% of the teachers should have doctoral degrees.
For universities that offer doctoral programs, at least 40% of the teachers should have doctoral degrees.
For specialized universities that offer doctoral programs, at least 10% of the teachers should have doctoral degrees.
The third standard is about the facilities and infrastructure.
Each student should have at least 25 square meters of space.
Teaching facilities should provide enough space for students, and teachers should have their own workspaces.
Libraries and learning resources should support all academic programs, and students and teachers should use them regularly.
Universities should have digital learning systems that all students and teachers can use.
The fourth standard is about finance.
Universities should have enough money to operate without going into debt.
Universities should have stable and sustainable financial growth and should find different ways to get money.
The fifth standard is about admissions and training.
Universities should meet their enrollment targets, and the number of students should not decrease too much.
Not too many students should drop out, and most students should finish their programs on time.
Students should be satisfied with the quality of teaching, and graduates should be satisfied with their education.
Most graduates should find jobs or continue their education within a year of graduating.
The sixth standard is about science, technology, and innovation.
For universities that offer doctoral programs, a certain amount of their income should come from science and technology activities.
Universities should produce a certain number of scientific publications each year, and some of these should be published in well-known journals.
The draft also includes new indicators for universities that specialize in law and health sciences.
