Smith started the day behind but got closer with three birdies, then made a mistake on the 17th hole.
He hit the ball to the right and missed two putts, getting his first bogey.
Smith could have shared the lead but missed a birdie putt on the last hole.
Englishman Aaron Rai won the tournament.
Rai had three bogeys, then an eagle and two birdies to take the lead.
Rai won by three strokes from Smalley and Rahm.
Smith could have done better with a few shots, including a lip-out on the fifth hole.
He also missed an eagle putt on the ninth hole and a birdie putt on the 14th.
Smith got out of a bunker on the 15th but then hit the ball into the rough.
He saved par on the 15th and the next hole.
Smith's performance was better than his last six majors.

If Smith had birdied the last hole, he would have tied with Justin Thomas.
Thomas had a good round with six birdies and a long par putt.
Smalley was leading but dropped back with a double bogey.
