0:55[Narrator] The Sea of Cortez is one of the most biodiverse marine ecosystems on Earth.

1:03However, over the last few decades,

1:06overfishing and poaching has devastated marine life

1:10and severely damaged the seabed.

1:13But one man has made it his mission to keep these waters safe.

1:30The Citizen Observers Network, known locally as ROC,

1:34is a nonprofit made up of local residents who work with authorities

1:38to protect the marine environment in La Paz,

1:41a region long plagued by hookah fishing,

1:44a method of speargun fishing that is banned in these waters.

2:14And José knows the risk of fishing illegally in these waters better than anyone.

2:38As José was one of the most skilled illegal fishermen operating here,

2:42ROC asked him to change sides and join them in protecting the sea.

3:12The Sea of Cortez is home to 900 species of fish,

3:16over 70 of which only exist in this region.

4:07José and his team are civilian rangers,

4:10but as guardians, they work closely with local authorities

4:13to monitor the bay for illegal boats,

4:16most of which appear under cover of night.

5:07Because of his past life,

5:09José knows these waters well.

5:12But navigating dangerous seas in the pitch black

5:15means taking risks with unpredictable weather conditions,

5:19possible collisions with other vessels

5:21and encountering armed illegal fishermen.

5:30As well as these crucial patrols,

5:32no conservation project like this would be sustainable

5:36without working with the local community.

6:07Local fishers are encouraged to report any illegal activity,

6:10such as certain types of speargun fishing, which are prohibited here.

6:15But despite the damage to their businesses,

6:18they're often reluctant to come forward.
