Gout, 18, has elected to prioritise the world juniors over the Commonwealth Games.
Gout is the U20 world record holder in the 200m.
The meet will take place at historic Hayward Field at the University of Oregon.
Gout said, 'I'm really excited to get out there at World Athletics Under 20s.'
