PM Calls for Focus on High-Impact Products

At a meeting on June 23, PM Hung said science, technology, and innovation must drive economic growth and improve productivity. He also wants to enhance national competitiveness and self-reliance.
The PM called for a shift from process-based management to output-based evaluation, focusing on real-world application and commercialisation potential.
He stressed the need to clearly define responsibilities and focus on strategic technologies, core infrastructure, and major challenges at the national level.
The PM said the State plays a facilitating role by building institutions and setting standards, while not replacing enterprises and research institutes in providing knowledge and technology.
He underscored the need to align national missions with regional and local strengths, as well as global value chains, and address fragmented investment.
Ministers and local leaders must directly lead and take responsibility for progress, quality, and effectiveness, with implementation outcomes used to evaluate performance.
The PM said ministries should identify major challenges and ensure coordination with localities, while local authorities select products based on comparative strengths and needs.
Enterprises should be involved in the entire process, from problem identification to market development, while research institutes align their research with commissioned needs.
Bottlenecks in commissioning mechanisms and funding must be removed, with priority given to core technologies and highly commercialisable products.
Ministries and local authorities must review all assigned tasks and resolve overdue assignments, with no requests for deadline extensions unless causes and responsibilities are clearly identified.
Each locality must select at least one product with quantifiable value in 2026, and two to three key products annually from 2027 onwards, with designated lead agencies and participation from enterprises.
The PM assigned the Ministry of Education and Training to review training programmes and mechanisms for attracting and utilising talent.
He requested thematic conferences to promote double-digit economic growth, chaired by Deputy Prime Ministers in charge of relevant sectors and fields.
