Acting on behalf of the Secretariat, Permanent Member Tran Cam Tu signed and issued Plan No. 08, which implements Politburo Resolution No. 25 on a new‑context strategy for ideological work.

The plan calls for a fundamental reorientation: ideological work will move from merely managing information toward actively guiding public awareness, strengthening confidence, building social consensus and inspiring aspirations for national development.

To realise this shift, the Secretariat tasked the Ministry of National Defense with developing capabilities to detect deepfakes, trace organized information campaigns and protect the Party’s ideological foundation; the Ministry of Public Security with safeguarding ideological, cybersecurity and data security, and with deploying verification, classification and access‑control tools; the Ministry of Science and Technology with creating at least five “Make in Vietnam” artificial‑intelligence platforms, mastering Vietnamese large‑language models and supporting minority‑language tools; and the Ministry of Culture, Sports and Tourism with building a grassroots information system, overseeing journalism and digital culture, and establishing a multilingual external‑communications ecosystem. A network of 15,000‑20,000 respected and influential figures is also slated to reinforce the new framework.

Together, these measures aim to ensure ideological resilience across both physical and digital spaces, to pre‑empt false or hostile narratives, and to align ideological activity with the country’s economic, cultural, defence and foreign‑policy goals, thereby consolidating public support in an increasingly digital society.
