Spain’s Tourism 2030 Plan: Balancing Growth, Sustainability and Residents’ Well‑being

At the Arabian Travel Market in Dubai, Carlos Ruiz González, director of the Spanish Tourist Office for the Gulf region at Turespaña, presented the Tourism 2030 plan, which puts people and sustainability at the centre of Spain’s tourism future.

The strategy was drafted with input from more than 200 tourism experts, businesses and government bodies, and it explicitly prioritises residents and lesser‑visited destinations as Spain seeks to manage tourism’s impact while preserving its economic benefits.

In 2025 Spain welcomed 96.8 million international tourists, making it the world’s second‑most visited country after France’s 102 million. Tourism now contributes 12.6 % of Spain’s GDP and supports roughly three million jobs.

Numbers kept rising in 2026. During the first seven months, 58.1 million international visitors arrived – a 4.6 % year‑on‑year increase – and tourist spending climbed to a record €82.05 billion.

The plan aims to spread tourists to lesser‑known areas, easing pressure on crowded cities and protecting local resources.

By steering growth toward sustainable practices and away from over‑tourism, the plan seeks to safeguard housing, water supplies and quality of life for residents while still delivering the economic advantages that tourism brings.
