The talks about the Nakamal Agreement were also complicated by the struggle between Australia and China for influence in Vanuatu, with China trying to secure its own strategic pact with Vanuatu called the Namele Agreement.

The Australian government thinks China is trying to stop the Nakamal Agreement, and Mr. Napat got angry when an Australian official said the deal could be in danger if Vanuatu signed a security pact with China.

The prime minister showed frustration with both Australia and China in parliament last month, saying Vanuatu's development partners were using their interests to try to undermine Vanuatu.
