First, what are the main opportunities

and challenges for young overseas

Vietnamese working in the country?

>> In Vietnam, there's a lot of

opportunities, mainly because we're

still in a a growth stage. The

opportunities here are revolve around

helping with the standardization,

helping Vietnam really get connected to

the global standards, and Việt Kiều have

a unique perspective. They see the two

worlds, they have experience in

corporate, living, and every other

aspect. So, they can bring that back and

help marry that so that Vietnam can find

its own path. However, some of the

challenges that help or limit that from

really being fully

uh activated and freely engaged is

partially um

areas like

residencies and permits. For example,

some of us are considered

uh người Việt, gốc Việt, yet we don't

have any special rights. Other gaps I

would suggest we look at is, you know,

we have to find a way to close

the salary or compensation gap.

>> So, I'm actually very excited for

Resolution 23. Now that we are seen as

kind of strategic pillars, active

members that can really bring back

uh our experience, our relationships,

capital. I think that's the opportunity

for a lot of young Cubans to really look

at I would love to see uh more active

engagements and policies around

establishing ways that shall ensure that

Cubans can fully contribute. For

example, non-Vietnamese citizen Cubans,

even though

Cubans

they cannot participate in associations,

organizations. Uh having something like

that would be very useful. Helping us

with access to preferential personal

income tax and paperwork for permits to

return. Last one that I think is very

useful

>> is that if you really want to try to

leverage some of the expertise

capabilities, look at specialized funds,

right? Uh co-investments for Cubans who

are working on interesting technology

that Vietnam is really looking for. And

then there's a co-investment by the

government and the Cubans themselves.

They have to bring capital, they have to

bring investors, but the government will

work with them to match or provide a

support of a percentage of that.

contribute to Vietnam even if they are

not ready to move back?

>> I would actually suggest a lot of Cubans

to stay in your home wherever you are at

the moment and climb up move up to at

least middle management and then return.

Because by that time you only got the

academic experience, but you have the

work, relationship, capital, and

knowledge that you can bring back

practically to the country. The country

is developing in in massive ways. We're

looking at semiconductors, advanced AI,

so many different industries that we

need that kind of experience. And a lot

of people have a love for the home

country, yet they don't know how to do

so. By having a community like for

example, the Association of Cubans, one

of the things I'm working on is to help

activate and provide the right community

for Cubans. There's a lot to navigate

when you come back. There's a lot of

time that must be

uh invested to understand Vietnam. Even

if you are a Cuban, you were born in

Vietnam, there are things that are

constantly changing, constantly

evolving.

message do you have for young overseas

Vietnamese?

>> Happy National Day. It's great to see

that Vietnam is moving on, moving

forward. We're proud of who they are,

right? I am, too. You know, we see the

change the country has gone through in

the last couple of decades. You are part

of that future, young men. Yeah, young

men and young women. Go out there,

learn, make friends. The more you do,

you will naturally see where you can

contribute back. You will naturally have

connections back to Vietnam, to the home
