Government Proposes Special Rules for APEC 2027 Projects in Phu Quoc
An Giang province and investors have started many big projects with complex technical needs and tight schedules.
The Minister of Finance presented a proposal on August 3 to help with problems in building urgent infrastructure projects on time. The proposal will provide a legal basis for handling difficulties.
The Government Report says the proposal follows the Party Central Committee's directions and principles. The projects in Phu Quoc have tight deadlines.
The Prime Minister has been preparing for APEC 2027 since May 2025, including building infrastructure quickly. An Giang province and investors have started many big projects.
The island has special conditions like transporting materials and equipment, which add to the challenges.
Following normal procedures could take 18-36 months, making it impossible to finish the projects before APEC 2027.
Some projects started building before all legal procedures were done, causing problems later on.
The proposal would allow projects that serve APEC 2027 to continue while legal procedures are completed.
The Government proposes simpler procedures for planning and investment, as well as special arrangements for construction materials and architecture.
For projects that started before all procedures were done, the completed work can be recognized for payment and settlement. The State Audit Office will check the final reports.
The proposal defines the responsibilities of the provincial council, government, ministries, investors, and contractors. The resolution will be effective for five years.
The Government says the resolution is necessary to resolve difficulties and ensure the timely completion of infrastructure for APEC 2027.
The draft resolution was discussed by NA deputies on August 3 afternoon.
