1:20of babies from being born with HIV. The

1:22experts I spoke with warned that cutting

1:25testing, prevention, and outreach today

1:28could lead to more HIV infections in the

1:31future, making the epidemic much harder

1:34and also more expensive to control. And

1:36it's all because this bipartisan

1:39program, which began under Republican

1:41leadership and thrived and expanded

1:44under three successive presidencies,

1:46including during Trump's first term, has

1:48never faced such turmoil.
