The first level is primary healthcare, which focuses on preventing illness and keeping people healthy. It includes health stations, family doctors, and community teams.
The city wants to make this level stronger with health check-up programmes and electronic health records.
The second level has general hospitals that provide most medical services. These hospitals will help people and reduce pressure on big hospitals.
The third level has specialised hospitals that treat complex cases and do medical research.
The health department says the change is from individual hospitals to a network, and from hospital-centred to people-centred care.
Officials think this model can help create a good healthcare system for Vietnam.
The city is working on this new system.
