Both organisations must fully follow the regulations and guidance issued by competent state authorities and are legally responsible, as well as accountable to the Vietnam Register, for their testing results.

The temporary designation follows new product‑quality regulations that took effect on July 1, 2026, under Law No. 78/2025/QH15 and Government Decree 37/2026, which sort products into low, medium and high risk.

Circular 49/2026, issued by the Ministry of Construction, lists child safety devices used in cars as medium‑risk products.

Medium‑risk products must receive conformity certification and a declaration of conformity from an accredited certification body, and businesses must complete these procedures before the products can be sold.

From July 1, 2026, drivers must use appropriate child safety devices, and under Government Decree 238/2026 (effective Aug. 15, 2026) they face penalties, such as warnings, for non‑compliance.

Classifying child safety devices as medium‑risk and requiring accredited testing ensures their quality is controlled before they reach the market, supporting the government’s goal of safer travel for children.
