What the Bell AI Centre Controversy Teaches About Big Tech Projects

Bell Canada announced that it will expand its AI data centre near Regina from a 300‑megawatt facility to one that will need 1.2 gigawatts of power. The upgrade will raise the Bell AI Fabric investment to $52 billion, making it the largest private capital investment in Saskatchewan history.

The announcement was made at an investment summit in Toronto hosted by Prime Minister Mark Carney. Bell CEO Mirko Bibic stood beside Saskatchewan Premier Scott Moe, while former prime ministers Jean Chrétien and Stephen Harper joined the stage for photos.

Premier Moe compared the data centre to the historic railway, saying the new infrastructure protects Canadian data sovereignty. He praised the province’s investment climate and said the project serves a nation‑building purpose.

The provincial government says the expansion could create up to 500 permanent jobs, including about 100 management positions, and an additional 3,000 jobs in security, maintenance and related services.

The opposition NDP said there was no public consultation. NDP technology critic Brittney Senger asked where the 1.2 GW of power and water will come from, noting Bell must supply its own power for the expansion.

The Rural Municipality of Sherwood approved the project in April after four new council members were appointed following resignations. About 100 protesters gathered outside the RM office as the mostly appointed council gave its consent.

The controversy shows that massive tech investments can bring economic benefits and jobs, but they also trigger political debate about resource planning, public oversight and the control of digital infrastructure.
