Why Vietnam’s Goal of 45‑50 Million Tourists by 2030 Matters for Its Economy and Regional Role

The Politburo approved Resolution 26‑NQ/TW, which sets out five guiding viewpoints that the government says must be understood and acted on across the country.

These viewpoints describe tourism as an economic spearhead, a cultural foundation, an integrated ecosystem, a shift toward quality‑focused growth, and a sector that will be governed through digital tools and data.

By 2030, the plan targets 45‑50 million foreign visitors and 160 million domestic tourists, expecting tourism to generate 10‑12% of GDP and bring in $80‑90 billion in revenue.

The sector also aims to provide about 1.5 million lodging rooms, create 2.3 million direct jobs and 3.5 million indirect jobs by 2030.

In the first seven months of this year, Vietnam recorded 13.9 million international arrivals, a 13.8% increase over the same period last year, and it hopes to reach 25 million foreign tourists by the end of this year.

Looking ahead to 2045, the vision is for tourism to contribute 14‑15% of GDP, place Vietnam among the world’s top 30 most competitive tourism destinations, and attract 70 million foreign visitors.

The government argues that turning tourism into a growth engine will help achieve double‑digit economic expansion, generate millions of jobs, and strengthen Vietnam’s leadership role in the region.
