The Lord Chamberlain sent the letter to senior government officials, military staff and lord lieutenants, stating the couple will not use their royal titles and that any charity work will be carried out privately.

The letter was released ahead of a meeting of the Executive Committee for the Protection of Royalty and Public Figures, which will decide whether Harry and his family are entitled to taxpayer‑funded security now they reside in the U.K.

Harry’s state‑funded security was removed when he left for California, and several legal challenges to reinstate it have failed.

The King’s note reiterated that the couple’s royal titles are “in abeyance” and that they are “private citizens with commercial and charitable interests.”

It also said any questions about privileges or the possible use of public funds should be sent to Buckingham Palace, while operational security issues should be directed to the relevant police authorities.

Because the royal household now describes Harry and Meghan as private citizens, the decision about public security protection will be taken by the Executive Committee, and any request for public money must go through the Palace, highlighting how the classification affects both their safety arrangements and financial independence.
