Two kids in foster care were hurt because rules were not followed.
A report says two kids from another province lived in Newfoundland and Labrador without proper care for two years. There were problems with communication and checking on the kids. This meant the kids' abuse was not found out until 2023.
Wilma MacInnis wants to make sure kids' rights are respected and that this does not happen again.
MacInnis has four ideas for the government to improve foster care.
MacInnis says kids who need help must get proper protection.
It is not clear if the government has accepted MacInnis' ideas.
The two kids were in care from birth and were looking for a permanent home. A couple in Newfoundland and Labrador wanted to adopt them, but they changed their minds many times.
The couple stopped their adoption application, but the kids were still sent to live with them.
Even though the adoption stopped, the kids were sent to the couple for foster care. Social services were supposed to watch over them.
When kids move to another province, there is usually an agreement. But in this case, the agreement was not finished.
This agreement is important because it says what each province must do when kids move.
The new child advocate is starting as there are many issues with kids in the news.
The advocate wants to help kids who are victims of crime.
There was no monitoring of the kids, even though a social worker was assigned.
For 22 months, social workers did not contact the kids, and warning signs were missed.
The other province got involved and found out what was going wrong.
Social workers from the other province took the kids for medical checks, and that is when the kids said they were abused.
The kids were taken out of the home, and the police got involved. Charges were laid, but the result is not known.
MacInnis says kids must be kept safe and in appropriate care.
This case shows there are problems with the system that protects kids.
MacInnis has ideas for the government and also wants a full check of how communications and files are handled.
MacInnis wants better tracking of requests and to make sure they are finalized.
