On Jan. 14, during Operation Metro Surge, Castro and his partner attempted to stop a vehicle. The driver, also a Venezuelan citizen, fled, leading to a foot chase. Castro caught up, and a struggle broke out inside a nearby duplex where Sosa‑Celis tried to help the driver. Castro drew his service weapon and fired a single shot through the front door, striking Sosa‑Celis in the leg. Two one‑year‑old children and two women were inside the home at the time.
To justify the shooting, Castro told investigators he was brutally assaulted with a broom and a snow shovel and that he was on his back when he fired. He also claimed the struggle lasted three minutes.
Video evidence later contradicted those statements. The footage shows Castro standing when he opened fire, and the struggle lasted about 11 seconds, not three minutes. This discrepancy led federal prosecutors to charge him with false statements.
The case has sparked a legal battle because Texas Gov. Greg Abbott is refusing to extradite Castro to Minnesota. The episode demonstrates how fabricating details to defend a shooting can quickly collapse when video evidence is available, underscoring the importance of truth in investigations.
