How Private Investment in Canada’s Four Biggest Airports May Impact Travelers and Taxpayers

Prime Minister Mark Carney announced that Canada will open its four largest airports—Toronto Pearson, Vancouver International, Montreal’s Trudeau International, and Calgary International—to private investment, while the government will keep ownership of the land.

The government said it will use long‑term concessions to attract private capital, expecting to raise tens of billions of dollars and to reinvest that money in airport infrastructure. Carney also said the broader aim is to secure about $1 trillion for 167 projects across the country over the next five years.

A Transport Canada memo shows that lease extensions for the non‑profit airport authorities have been delayed. The memo says a decision on new negotiations must be taken by March 2026; otherwise the process could be pushed back into 2027.

Opposition parties argue the plan could lead to higher fees for passengers and could jeopardise public ownership of the airports. Supporters, including the Canadian Airports Council, say the private money will help finance needed upgrades.

For travelers, the changes could mean modernised terminals and smoother operations if the upgrades happen as promised. For taxpayers, the deal could bring a large one‑off cash inflow to the government, but the risk of higher airport charges remains a point of debate.
