The Ministry of Public Security says the new rules will help with public services and managing where people live.

The process is simple and free. It will mostly be done online through an app called VNeID.

On July 14, the Ministry gave more details about the new rules. They started on July 1, 2026.

One big change is that households must tell the authorities when someone stays overnight.

This rule also applies to hotels, hospitals, and other places where people stay overnight.

If a visitor stays overnight at a private home and the owner is not there, the visitor must tell the authorities.

A senior official explained that the new rules make it clear who must report overnight stays and how they can do it.

People need to give the guest's name, birthdate, ID number, reason for the stay, and the address.

Notifications must be made before 11:00 p.m. on the first day. The stay cannot be more than 30 days.

People can report by phone, email, or online. They do not need to go to a police office.

The new rule helps keep track of where people live. It also helps with public safety and social policies.

The official said the new rules are not meant to cause trouble. The process is easy and free.

To report through VNeID, users log in, select Overnight Stay Notification, and enter the required information.

Users choose the type of accommodation and enter the guest's details. Then they save and submit.
