Why Vietnam’s tech market lists 83 technologies for each buyer
The gap is highlighted as a major obstacle in Vietnam’s technology market (P17). Between January and August 2026, the exchanges recorded only 72 successful transactions worth VND11.233 billion, underscoring the limited demand despite the large supply.
Data from 2021‑2025 show that businesses led only 181 of the 1,451 national‑level science and technology projects, which is 12.5% of the total (P11). Nevertheless, these business‑led projects received 25.7% of the overall project budget (P12).
According to the World Intellectual Property Organization’s Global Innovation Index 2026, business‑sector research and development expenditure in Vietnam equals 0.3% of GDP (P23). This is far below Singapore (1.3%), China (2.1%) and South Korea (4.2%) (P24).
The Ministry of Science and Technology notes that businesses often join research projects too late, so product specifications, costs and integration needs are not defined early (P27). As a result, many research outcomes lack performance data, technical standards, certification and the extra funding needed for commercial products (P28).
Even after policy revisions such as Resolution 57, a new law and risk‑sharing mechanisms, a substantial gap remains between policy goals and actual implementation (P5‑P10). These structural and financial issues help explain why roughly 83 technologies are offered for each buying request in Vietnam.
