AUKUS Shifts from Submarine Transfer to a US Naval Foothold in Australia

In Washington this week, Deputy Prime Minister and Defence Minister Richard Marles announced that the United States will expand its military footprint on Australian soil.

He explained that AUKUS, originally conceived as a technology‑transfer pact that would deliver US nuclear‑powered submarines and the associated design expertise to Australia, is now “morphing into an arrangement where the US has a base in Australia,” including the establishment of a Submarine Rotation Force West at HMAS Stirling.

The expanded presence also comprises the annual rotation of US Marines through Darwin and a “significant US presence at the Tindall air base,” which analysts speculate could accommodate nuclear‑armed B‑52 bombers.

Marles argued that the arrangement yields “more sea days for the Virginia‑class fleet for the United States Navy, and more sea days’ worth than a single submarine,” underscoring that the primary benefit accrues to the United States rather than delivering an indigenous Australian submarine capability.

Despite a global trend of allies reassessing their security ties with Washington, Marles insisted that Australia remains steadfast, contending that the greatest challenge to its sovereignty comes not from hosting US forces but from China.

This shift signals a recalibration of the AUKUS partnership from a bilateral capability‑building project to a forward‑deployed US naval hub, raising questions about Australian strategic autonomy and the balance of power in the Indo‑Pacific.
