New Tax‑Free Shopping Rules Change How Tourists Shop in Japan

The Japanese government has updated its tax‑free shopping system for foreign visitors, and the changes affect how much you can buy and how you claim refunds. Understanding the new rules can help you avoid delays and lost savings on your next trip.

According to The Japan Times, the government is removing the old 500,000‑yen daily spending cap on consumable goods such as cosmetics, snacks and medicine, but purchases must still reach at least 5,000 yen per store per day. This means shoppers can buy more overall, yet each store visit must meet the minimum amount.

Japan Customs says refunds must be linked to the passport and processed by scanning at airport kiosks or by a QR code on the Visit Japan Web app at major airports such as Narita, Haneda and Kansai. The same method applies at other listed airports, streamlining the refund step.

The Japan Tourism Agency advises travelers to present all tax‑free items at the airport inspection area before checking bags; if any receipt is missing, the entire refund is cancelled, and any goods consumed in Japan must be declared. Missing items cannot be retrieved later, so careful packing is essential.

Marketing firm Novarca, quoted by Nikkei Asia, predicts department‑store tax‑free sales will fall about 10%, while Keiichi Ono, president of J. Front Retailing, says the extra hassle may cut sales, and second‑hand luxury watch seller Rasin expects an 18% decline. Retailers expect the new departure procedures to reduce tourist spending on tax‑free items.

As reported by Asahi Shimbun, the change follows a 2024 scandal in which nine people each bought over 100 million yen of tax‑free goods, causing the government to lose tens of millions of yen in consumption tax. The new rules aim to prevent such abuse while requiring tourists to follow stricter checkout steps.
