From 1 January 2027 Vietnam will stop importing many used electronic devices. The change, announced in Circular No. 63/2026, will affect anyone who buys or sells refurbished tech in the country.
The ban applies to used mobile phones, computers, cameras, monitors and a range of electronic components. It targets products listed under HS codes 8470, 8471 and 8517, such as smartphones, microphones, digital and video cameras and related equipment.
Even if a device has been repaired, had parts replaced or been given a new look, it remains prohibited. Refurbished items that meet a ‘like‑new’ condition are still banned when their HS codes fall within the restricted categories.
The circular does make some exceptions. Certain printers and photocopiers – including multicolour digital models and high‑speed monochrome machines – are not covered, nor are machinery used for semiconductor production, packaging or testing.
Import licences that were approved before 1 January 2027 can still be used, as long as the goods follow the original approval terms. Consumers and businesses should therefore check the list now and plan any purchases or imports before the deadline.
