The trade relationship between Cambodia and the Philippines has changed dramatically this year. Understanding why the Philippines is now Cambodia's biggest buyer of milled rice helps illustrate how market demand, cost advantages and policy support can reshape export strategies.

According to the U.S. Department of Agriculture (USDA), the Philippines imported 122,102 tonnes of Cambodian milled rice from January to August 2024. This figure is up from only 3,500 tonnes for the entire previous year, making the Philippines the largest ASEAN market for Cambodian milled rice.

The USDA explains that exporting milled rice allows Cambodian millers to keep a larger share of the added value and cuts transportation costs per ton compared with container shipments of raw paddy. Growth has also been encouraged by expanded Philippine import allocations and government‑backed credit programmes that make purchases easier for Filipino buyers.

Cambodia has signed contracts to ship an additional 87,344 tonnes of milled rice to the Philippines between September and December, which could raise total 2026 shipments to about 209,000 tonnes if all orders are fulfilled. The USDA notes that Cambodia's paddy exports to Vietnam fell 13% in the first four months of 2026, highlighting a shift away from the traditional Vietnamese market. However, further expansion will depend largely on Cambodia maintaining competitive prices.

The Philippines' strong demand, combined with cheaper transport and government‑backed credit, has turned it into Cambodia's biggest milled‑rice buyer. Future growth will hinge on Cambodia keeping its prices competitive.
