Vietnam Moves from Reactive to Proactive in Emergency Prep and Cybersecurity

Vietnam is preparing for possible emergencies while also watching growing cyber threats. The government’s approach combines risk assessment, public guidance, and international cooperation, making the story relevant for anyone interested in how a country protects daily life.

Pham Thu Hang said Vietnam will coordinate risk assessments and consider measures to help the public prepare for emergencies without causing unnecessary anxiety. The goal is to give clear guidance while keeping society calm.

Vietnam is closely monitoring cyberattacks on supermarket refrigeration systems in Europe, which show that cybersecurity threats can disrupt production, supply chains and people’s daily lives. These attacks illustrate that cyber risks now extend beyond data to physical equipment that many rely on.

Hang emphasized that ensuring cybersecurity for critical infrastructure – such as energy, telecommunications, finance, healthcare, transportation and goods‑supply networks – is especially important. She added that relevant Vietnamese agencies will work together to evaluate potential risks and study suitable measures for emergency stockpiling. The effort is meant to be proactive and well in advance of any incident.

The government will raise public awareness and provide guidance to help people prevent and respond to incidents while avoiding public anxiety. Hang also affirmed that Vietnam will continue international cooperation, including information exchange, early warnings, coordinated investigations and stronger incident‑response capabilities. As the host of the Hanoi Convention, Vietnam wants to shift from passive response to proactive prevention.

Vietnam’s plan links cybersecurity with the protection of essential services and everyday life. By combining risk assessments, public guidance and global cooperation, the country aims to keep citizens safe and prepared for future emergencies.
