Ho Chi Minh City has launched a plan to make English the second language in schools for 2026‑2035, with a vision that reaches 2045. The plan matters because it will change how students learn and how teachers work, influencing future study and career paths.
In Phase 1 (2026‑2030), the city aims to have 20‑30% of managers, teachers and staff complete English‑proficiency training by the 2027‑2028 school year. It also targets at least 30% of educational establishments to create a full English‑speaking environment and 30% to provide training in English‑based STEM/STEAM methods.
By 2035 the city plans that 100% of managers and teachers will meet the English‑proficiency standards set by the plan. It also expects every school to have fully developed English‑medium teaching programmes and a complete English‑speaking environment.
According to the municipal People’s Committee, Ho Chi Minh City has led Vietnam for eight straight years in average English scores on the high‑school graduation exam. More than 90% of general‑education establishments have run enhanced English and bilingual curricula for over two decades, and the city now has 69 international‑model schools, 64 higher‑education institutions, 154 vocational education facilities and 1,915 foreign‑language centres.
Overall, the roadmap seeks to reshape classroom practice and raise professional language standards across the city. If the targets are met, every teacher and manager will be expected to use English daily, and all schools will operate with English‑medium instruction by 2035.
