Former U.S. Ambassador to Vietnam Marc Knapper says Vietnam now has a chance to strengthen its strategic and trade partnership with the United States after the recent midterm elections. The possible shift in Washington’s approach to regional trade partners makes this moment especially relevant for Vietnamese businesses and policymakers.
Democrats won control of both chambers of Congress, which could increase oversight of U.S. trade policy. Former ambassador Marc Knapper said this may create new opportunities for Vietnam to deepen its strategic and economic ties.
Knapper expects Washington to move toward a more differentiated trade policy, giving more weight to cooperation on customs enforcement, rules of origin and economic security. He also outlined four priorities for Vietnam: finish a reciprocal trade agreement, fight illegal transshipment while adding domestic value, address forced‑labor and intellectual‑property concerns, and expand engagement with Congress, state governors and the U.S. business community.
Vietnam’s market of more than 100 million people, its expanding middle class and significant U.S. investment already support the bilateral relationship. Sectors such as semiconductors, critical minerals, aviation, agriculture and energy—including U.S. LNG and energy technologies—offer further cooperation potential.
By pursuing the four priorities and taking advantage of the new congressional environment, Vietnam can turn the post‑midterm shift into concrete trade gains. Knapper believes Vietnam has proven itself as a genuine partner and will remain so regardless of political changes in Washington.
