Why the U.S. Banned Canadian Molasses Amid a Long‑Running Sugar Dispute

The United States said the ban will start on Sept. 29. It comes together with recent bans on motorcycles, most alcoholic drinks and some dairy items.

American sugar producers have been lobbying the government, arguing that Canadian molasses is often blended with raw sugar and water to dodge U.S. sugar tariffs and quota limits.

The concern echoes a 1990s practice by Michigan‑based Heartland By‑Products. The company mixed molasses, sugar and water at an Ontario plant, imported the blend tariff‑free, refined it again in the U.S., and sent the molasses back to Canada. The scheme was legal, but pressure from the sugar industry and subsequent court cases forced the plant to close in the 2000s.

In 2024, Congress funded the USDA, through the American Relief Act, to test Canadian molasses arriving via Buffalo, N.Y. The study reported traces of additives or blending, which the sugar lobby cited as evidence of tariff‑circumvention.

Sucro, which runs a large refinery in Hamilton, Ontario, ships about 50,000 tonnes of molasses to the U.S. each year. Company chair Don Hill says the accusations are unfounded, has challenged the USDA report for “mathematical errors,” and stopped imports after completing a $135 million refinery, focusing now on the Canadian market.

The episode shows how trade disputes, industry lobbying and concerns about tariff avoidance can quickly turn a commodity into a political issue, leading to import bans that affect producers on both sides of the border.
