What Singapore’s courts teach us about teacher‑student abuse sentencing

On 16 September, Justice Kwek Mean Luck sentenced a 45‑year‑old former physical‑education teacher to 16 years in prison and 12 strokes of the cane for sexually abusing a student.

The abuse took place in 2022 and 2023 when the teacher, who had 18 years of experience, met the 14‑ to 15‑year‑old pupil in hotel rooms and later in the school’s PE area, committing several sexual offences.

The victim later reported suicidal thoughts, recurring nightmares, loss of appetite and episodes of self‑harm, and said she now fears men and struggles with rumours about the case.

Justice Kwek stressed that the teacher had abused the trust placed in him by the child and her parents, and that the secret meetings were carefully planned, not accidental.

The prosecution asked for the maximum 16 years’ imprisonment and 12 strokes, while defence lawyer Roy Paul Mukkam argued for 12 years in jail with the same number of cane strokes.

The case shows that Singapore’s courts impose severe penalties for teacher‑student sexual abuse, reflecting both the legal seriousness and the lasting harm to victims.
