1:39strengthen the role of overseas
1:41Vietnamese as ambassadors of Vietnamese
1:44culture, the nation, and its people
1:46while enhancing their standing,
1:48responsibility, and reputation in their
1:51countries of residents, thereby
1:53reinforcing national unity and
1:56contributing to Vietnam's soft power and
1:58international prestige.
2:02Now for years overseas Vietnamese
2:05experts and academics have contributed
2:07to the country through policy advice,
2:09talent development, research and
2:11technology transfer to turn these
2:14individual contributions into a stronger
2:16collective force. A robust mechanism is
2:19needed to connect overseas expertise
2:22with the country's specific development
2:24needs. Resolution number 23 passed by
2:27the Ply Bureau marks an important shift
2:30by identifying the overseas Vietnamese
2:32community as a key strategic resource
2:34for the country with science, technology
2:37and innovation among the priority areas
2:40for mobilizing this resource.

3:38Vietnam.
3:41Resolution number 23 is not just about
3:44creating mechanism related to overseas
3:46vitamins but more importantly about
3:48changing the development mindset. I see
3:51that they want more the invitation to
3:53events and instead want to make lasting
3:55contribution to national initiatives and
3:58projects and help solve Vietnam's
4:00toughest challenges with resolution
4:03number 23. I believe we need clear
4:06mechanism to enable overseas Vietnamese
4:08to offer their expertise, experience,
4:11and recommendations for the country's
4:14key projects. We could create a national
4:16digital data platform or online portal
4:20through which overseas Vietnamese
4:22experts and intellectuals can
4:24effectively contribute to national
4:26programs.
4:28Resolution number 23 prioritizes
4:31innovation, digital transformation,
4:33semiconductors, artificial intelligence,
4:35and biotechnology in mobilizing overseas
4:37Vietnamese resources. These are areas
4:39where Vietnam needs highly skilled
4:41talent, research capacity, and
4:43technological expertise. Resolution
4:46number 23 takes a broader view of
4:48overseas Vietnamese talent, not just
4:50remittances, but also expertise,
4:53experience in managing major projects
4:55and connections with universities and
4:57domestic innovation networks, linking
5:00Vietnam more closely with global
5:01innovation ecosystem.
5:05The shift from an important resource to
5:07a strategic resource means turning
5:09potential into tangible value. By
5:11connecting Vietnamese talent worldwide
5:13through concrete challenges, transparent
5:15mechanisms, and an environment that
5:17truly values talent, their commitment to
5:19the homeland can be transformed into
5:21technology, products, and new drivers of
5:23national development.
