Police are probing whether eight civil servants exploited privileged information to acquire flats adjacent to upcoming MRT stations, a probe that could reshape Singapore’s safeguards on insider data.
Coordinating Minister for Public Services Chan Chun Sing told Parliament that, out of 191 cases flagged by the authorities, eight have been earmarked for further investigation, heightening concerns about the breadth of the issue.
Since 1990, civil servants have been required to disclose any property acquisition annually and must obtain supervisory approval if they possess non‑public information that could influence the transaction; confidential material is also confined to personnel with a demonstrable need‑to‑know and is subject to formal security classification.
To date, no misconduct has been proven; the police have affirmed that the inquiry will be conducted independently and in full accordance with due‑process principles.
The episode underscores why more rigorous rules are indispensable: robust declaration regimes and tight access controls deter the temptation to convert privileged insight into private gain, thereby safeguarding the credibility of the public service and preserving public trust.
