Deputy Prime Minister Pham Thi Thanh Tra has signed a decision that formally launches the Prime Minister’s action plan on social welfare policies, a directive that translates the conclusions of Party General Secretary and State President To Lam into concrete legislative momentum.
The plan targets a largely comprehensive, multi‑tiered, digitalised social protection system by 2030, and aspires to reach the quality and financing standards of high‑income, developed economies by 2045.
Central to the agenda is a commissioned research taskforce charged with analysing how the fiscal responsibility for social insurance contributions ought to be apportioned among the state, individual workers and digital platform operators, explicitly encompassing ride‑hailing and app‑based taxi services.
Concurrently, the Prime Minister has advocated for more flexible insurance schemes that accommodate varied contribution levels, adjustable payment periods and differentiated participation modalities, while earmarking targeted subsidies for low‑income earners; the plan also contemplates extending occupational accident insurance and maternity benefits to workers in the informal economy.
By confronting the insurance gap that plagues gig‑economy participants, the government seeks to fortify labour market inclusivity, mitigate precarity among a rapidly expanding cohort of platform‑based workers, and ultimately uphold the “leave no one behind” principle embedded in Vietnam’s long‑term social development strategy.
