Hanoi Mayor Vu Dai Thang says the capital needs to achieve at least an 11 percent increase in GRDP before the year ends. Reaching that target will require turning all available resources—public investment, land, credit and FDI—into real construction and added value.
The 2026 public investment plan, worth VND 171 trillion, is being managed flexibly by the city. According to the administration, the plan gives priority to projects that generate strong spill‑over effects and can absorb capital efficiently.
The city is studying and issuing capital city bonds, project bonds, green bonds and other new financial instruments. These tools are expected to mobilise large amounts of capital for the infrastructure programme.
Land value increases around urban railway stations are treated as a strategic resource for the next development stage, supporting the transit‑oriented development model. At the same time, Hanoi is mobilising social resources, private investment and foreign direct investment, while removing obstacles that block the conversion of land, capital and credit into productive capacity.
In short, Hanoi’s financing mix aims to secure enough money for roads, bridges and railways while keeping the 11 percent growth goal within reach. The city believes that diversified funding will turn its ambitious plans into tangible economic progress.
