Ho Chi Minh City has announced a set of detailed, measurable goals to improve services for people with disabilities. The plan shows how a city can turn inclusive ideas into concrete actions, which can inspire other urban areas.

At a conference held by the municipal People’s Committee, officials presented the 2026‑30 disability assistance program. The program aims for 90 % of people with disabilities to access healthcare services each year.

The city also wants 80 % of children under six to be screened for congenital disabilities and receive early intervention when needed. In addition, at least 90 % of children with disabilities of preschool and general‑education age are expected to have access to education.

For employment, the plan targets vocational training and job assistance for 7,000 people with disabilities by 2030. It also sets a goal that at least 50 % of people with disabilities who need to travel can use transportation services.

Currently, Ho Chi Minh City operates two specialized rehabilitation hospitals, eight general hospitals and eight specialized hospitals with rehabilitation departments, and 80 % of local health stations have staff overseeing rehabilitation services. The existing network provides a foundation for reaching the new goals.
