What Vietnam’s 2027 Growth Plan Reveals About Ambitious Development
Kế hoạch tăng trưởng 2027 của Việt Nam: Tham vọng phát triển và thách thức thực tế

Vietnam’s government report announces a goal of at least 10% GDP growth in 2027, and 30 of the country’s 34 cities and provinces are expected to achieve 10% growth or higher. This bold ambition invites a closer look at how the target is being pursued.
The plan outlines 45 key socioeconomic targets for the next year, including a consumer price index (CPI) growth of around 4.5%, export growth of 15% and import growth of 12%. To reach these numbers, the government says it will coordinate fiscal and monetary policies, guarantee adequate electricity and fuel supplies at reasonable prices, and step up efforts to stimulate domestic demand.
Infrastructure is a central pillar. The plan calls for finishing the expressway network, moving ahead with the Lao Cai‑Hanoi‑Hai Phong line and the North‑South high‑speed railway, and speeding up construction of Long Thanh and Gia Binh international airports.
Despite the optimism, the report notes several challenges. Inflation reached 4.52% in the January‑September period, small and medium‑sized enterprises still struggle to obtain capital, supplies of construction materials remain limited, and 24 of the 34 regions recorded growth below their full‑year targets.
The 2027 agenda shows that achieving high growth requires a mix of clear targets, coordinated macro‑policy, massive infrastructure projects, and a realistic view of existing constraints. Vietnam’s experience illustrates both the potential and the hurdles of an ambitious development strategy.
