Nguyen Duc Thuy, a leading Vietnamese businessman, is campaigning to become president of the Vietnam Football Federation (VFF). His plan to make the federation financially self‑sufficient could change how Vietnamese football is funded.
Starting in 2027, Thuy aims to generate between VND600 billion and VND1 trillion (about $23 million‑$38 million) each year. The money would come from private‑sector funding, sponsorships, corporate partnerships, commercial rights, digital content and football‑related services.
All funds would be audited by a Big Four international accounting firm and overseen by VFF members for transparency. The audit results would be reviewed by the federation’s members.
Thuy says that from 2027 he will cover 100% of the VFF’s operating and football‑development costs with private‑sector revenue, removing any reliance on the state budget. He also plans to ask the Ministry to redirect the current VND80 billion state allocation to other sports.
His proposal includes annual assistance of VND2‑3 billion ($76‑114 k) for each provincial or municipal federation, VND3 billion ($114 k) for every V‑League club, and similar support for First Division and women’s clubs. The goal is to strengthen clubs at all levels.
Thuy has already secured backing from billionaire Pham Nhat Vuong’s business group and from other investors such as Bau Hien and Bau Duc. If his plan succeeds, the VFF could rely on private money rather than the state, creating a more sustainable future for Vietnamese football.
