Why Hanoi Put Vinh Hung at the Top of Its Redevelopment List

Vì sao Hà Nội ưu tiên tái thiết phường Vĩnh Hưng?

Hanoi has chosen Vinh Hung Ward for a major urban redevelopment because the area sits close to the Red River, a spot the city sees as crucial for future growth. Understanding this choice shows how planners address traffic, flooding and livability.

The Vinh Hung Ward People’s Committee reports that the ward suffers from serious infrastructure deficiencies. Many alleys are only three to four metres wide, major roads are overloaded, traffic jams happen even outside rush hour, fire engines cannot easily reach some buildings, parks are scarce, schools are scattered, and drainage canals flood after just half an hour of heavy rain.

Vice Chairman Ngo Manh Cuong of the Vinh Hung Ward People’s Committee says the main goal of the project is to improve residents’ living conditions, not merely to create a new urban landmark for Hanoi. He stresses that better housing, services and environment are the priority.

According to the plan presented by Vice Chairman Ngo Manh Cuong, the redevelopment will widen alleys and roads to between seven and 13.5 metres and install underground water supply and cable networks. It also adds more green spaces, parking facilities, community cultural centres, and rebuilds the transport network, with some new roads planned to be 21.5, 30 or 40 metres wide.

Cuong also emphasizes that resettlement housing must be built before any land clearance begins. The plan calls for social housing and on‑site relocation to ensure residents are not displaced without new homes.

In short, Hanoi prioritized Vinh Hung because its strategic riverside location and severe infrastructure problems demand a comprehensive redevelopment that puts residents’ quality of life at the centre. The city hopes the upgrades will ease traffic, reduce flooding and provide more public spaces for the community.
