Vietnam's government has introduced a draft law that proposes national culture cards for certain groups. The proposal is important because it could bring new cultural and financial support to students and low‑income households.
The draft law says the cards would be available to students, low‑income households, people with disabilities and other eligible beneficiaries. Their main purpose is to help these groups access cultural products and services. The proposal was presented to the National Assembly by Minister of Culture, Sports and Tourism Lam Thi Phuong Thanh.
Students pursuing designated priority disciplines could receive scholarships, tuition exemptions, living‑expense support and preferential credit policies. This benefit is outlined in the draft law.
The government will decide how the cards are issued, managed and financed. It will also set payment, settlement and data‑protection procedures for the scheme. These rules will be defined by the authorities responsible for the cards.
If approved, the culture cards could give students and disadvantaged families easier access to cultural activities and additional financial aid. The exact details will depend on the final regulations the government adopts.
