How the New 5‑Tier Electricity Pricing Will Change Your Monthly Bill

The Ministry of Industry and Trade (MOIT) is proposing to start early a new 5‑tier progressive electricity pricing scheme for residential customers. Understanding this change is important because it will directly affect how much each household pays each month.
The new scheme sets five consumption bands. Tier 1 (0‑100 kWh) will be priced at 90 % of the current average tariff, Tier 2 (101‑200 kWh) at 108 %, Tier 3 (201‑400 kWh) at 136 %, Tier 4 (401‑700 kWh) at 162 %, and Tier 5 (701 kWh and above) at 180 %.
MOIT’s calculations show that about 94 % of households – those using less than 777 kWh per month – will see lower electricity bills under the new rates. Households that consume more than 778 kWh per month, however, will face higher bills.
For a household that uses about 1,182 kWh per month – the average among users above 700 kWh – the new 5‑tier system would raise the bill by roughly 190,000 VND compared with the current rates. This shows the cost rise is limited to the highest‑consumption group.
In short, the early rollout of the 5‑tier pricing will protect the vast majority of residential consumers from bill increases, while the extra cost will be borne by the relatively few high‑usage households. Most families can therefore expect to pay less for electricity each month.
