The Ho Chi Minh City People’s Council approved a resolution on October 30 that creates a new incentive package for highly qualified professionals. The scheme is designed to attract and keep talent in key sectors, so understanding its details is useful.
The policy covers three groups. First, experts hired under contracts; second, highly qualified civil servants recruited into the public sector; and third, existing civil servants who have achieved outstanding results.
Contracted experts receive a one‑time signing payment of either VND531 million (about $20,400) or VND424.8 million (about $16,300). In addition, they get monthly payments that range from VND106.2 million to VND265.5 million (roughly $4,080‑$10,210), depending on responsibilities and assessment results.
Performance‑based bonuses may reach VND1.593 billion ($61,270) for an individual and VND3.186 billion ($122,540) for a team. The city also provides housing assistance of up to VND21.24 million ($817) per month. Priority recruitment fields include digital technology, artificial intelligence, semiconductors, quantum technology, new energy, finance, logistics, urban planning, healthcare, culture, sports and public policy.
To fund the program, the city budgeted about VND379.6 billion ($14.6 million) each year, enough to support up to 130 people. The money comes from the municipal budget and other lawful sources, showing the city’s strong commitment to building a skilled workforce.
