The European Commission has presented a Climate Resilience Framework and accompanying law, but a senior European Parliament lawmaker warned it could become a “paper tiger” without dedicated EU financing. Understanding this funding gap is crucial for citizens' safety.
The proposed framework aims to strengthen the EU’s ability to prepare for increasingly frequent climate‑related disasters. By linking a legal instrument with a strategic plan, the Commission hopes to move from reaction to prevention across member states.
German MEP Delara Burkhardt, deputy chair of the Socialists and Democrats group, said the proposals lack the financing needed to turn planning into concrete protection measures. She called this summer’s heat wave a wake‑up call and warned that risk assessments alone will not shield communities.
Policy analyst Heather Grabbe of Bruegel warned that the framework could shift EU policy from recovery to prevention only if dedicated adaptation money is provided. The WWF European policy office added that without binding requirements for governments to include climate risks in budgets, the plan does too little to close Europe’s climate insurance gap.
A European Commission official noted that the EU’s long‑term budget already contributes over €100 billion to climate resilience, yet no separate financing stream is earmarked for the new framework. Without such dedicated funding, the initiative risks remaining a paper tiger rather than delivering real protection for citizens.
